Job Description

AECOM is seeking an experienced Program Advistory Manager located in the Baltimore, Maryland area.

The Program Advisory Manager will serve as a pivotal point of contact for managing all activities related to the Request for Proposal (RFP) process for alternative delivery projects. This role involves extensive coordination with potential proponents, facilitating effective communication, and ensuring that all proposal requirements are met efficiently by managing the complete proposal cycle and facilitating effective communication and collaboration among all parties involved, this position helps to streamline the RFP process and promotes a collaborative environment for project delivery. This is an in-person job in Baltimore, MD.

  • Guide clients through the entire engagement process, from initial contact and problem statement to analysis and solution development.
  • Craft a compelling case for change tailored to the situation, utilizing balanced evidence to tell a persuasive story.
  • Create and deliver client updates, ensuring effective communication at a senior level.
  • Engage with stakeholders as needed to achieve favorable outcomes.

Responsibilities may include the following -

RFP Management

  • Oversee the entire RFP in-market phase, ensuring compliance with project timelines and requirements.
  • Ensure RFP requirements are complied with for all potential proponents.
  • Act as a fairness advisor and ensuring that all proponents are treated at par and provided with the same information for ensuring compliance, transparence, and fair.

Stakeholder Coordination

  • Organize and facilitate meetings with potential proponents, including one-on-one sessions and group discussions.
  • Act as the primary liaison between project stakeholders, including internal teams and external proponents.

Proposal Cycle Management

  • Manage the complete proposal cycle, ensuring timely and successful completion of RFP submissions.
  • Facilitate dynamic and proactive interactions within the MTA and with proponents throughout the proposal development phase.

Collaboration with Internal Teams

  • Collaborate closely with the Contract Development and Controls Division, legal, technical, and commercial teams within the Office of Engineering and Construction.
  • Ensure that all internal teams are aligned and informed of proposal requirements and timelines.

Information Requests

  • Manage Requests for Information (RFIs) from proponents, ensuring timely responses and clarity of information.
  • Develop and maintain a comprehensive log of RFIs and responses.

Q&A Sessions

  • Coordinate Question and Answer (Q&A) sessions, ensuring all relevant questions are addressed and documented.
  • Summarize Q&A outcomes and distribute to all stakeholders to maintain transparency.

Site Visits

  • Organize site visits for proponents, ensuring all logistical details are arranged and communicated effectively.
  • Prepare site visit materials and briefings to facilitate understanding of project requirements.

Pre-Proposal Meetings

  • Plan and conduct pre-proposal meetings, providing a platform for proponents to seek clarifications and network.
  • Ensure all pertinent information is shared during these meetings and documented for future reference.

Risk Management

  • Identify potential risks related to the RFP process and alternative delivery projects.
  • Collaborate with project teams to develop mitigation strategies and monitor risk management efforts.

Documentation and Reporting

  • Maintain thorough documentation of all activities related to the RFP process, including meeting minutes, correspondence, and reports.
  • Prepare regular status updates and reports for senior management and stakeholders.

Continuous Improvement

  • Gather feedback from proponents and internal teams to identify areas for improvement in the RFP process.
  • Recommend and implement best practices to enhance efficiency and effectiveness.

Qualifications

Minimum:

  • Bachelor’s degree in Business Administration, Project Management, or related field.and 8 years of related experience or demonstrated equivalency of experience and/or education.
  • Proven experience in project coordination, particularly within public infrastructure or transportation sectors.
  • Proficient and strong organizational skills and attention to detail.
  • Ability to manage multiple priorities and meet deadlines.

Preferred:

  • Proficient in project management software and tools.
  • Familiarity with procurement processes and alternative delivery methods in construction.

Offered rate of compensation will be based on individual education, qualifications, experience, and work location. The range for this position is $150000 to $180000.
