Span of Control:          As effectively head of procurement functioning under AXA standards and policies:

  • Has full responsibility over operational procurement or purchasing functions, composed of 5 regular members, for both Life and GI businesses.
  • As importantly, has full direction and responsibility over strategic aspects of procurement, composed of 2-3 regular members, in particular Supplier Relationship Management, Commodity Guide, governance framework, efficiency and spend analyses, and continuous improvement.
  • Be acknowledged as the expert on market knowhow in the supply chain.
  • Over Php2 billion in negotiable spend per annum.

Key Responsibilities:

  • Establish relationships with the best suppliers and negotiate long-term-value contracts that set out prices, quality standards, cost-reduction targets, delivery timescales, commercial terms and conditions, and the like as may be warranted from time to time.
  • Lead procurement workgroups (cross-functional teams) across the organization to ensure alignment in procurement activities, establish best sources of supplies and services, conduct performance evaluation of suppliers, manage supplier relationships.
  • Lead regular business reviews with the company’s key suppliers, and recommend and escalate to stake-holders performance issues as appropriate, working with key stakeholders in for example but not limited to Operations, Facilities, Distribution, Marketing.
  • Develop strategies and processes to increase procurement coverage and efficiency through:
    • digital solutions
    • commodity guide development and upkeep
    • supplier contract management
    • outsourcing solutions
    • implementation of governance.
  • Develop, implement and continuously upgrade policies and procedures governing procurement and purchasing requirements of the Company.
  • Implement best practices and continuous improvement in procurement processes.
  • Acquire the knowledge on the market and expertise in negotiation and management, as warranted for the top procurement role in the company.
  • Further improve the skills and competencies of the procurement team through various on-the-job trainings and knowledge management capabilities.

Qualifications:

  • Around 10 years of senior supply management experience in a financial services organization
  • A Bachelor's degree in supply chain management, economics, finance, operations, engineering or a related area, preferably with a Master's degree
  • Proven track record of delivering large savings and/or other value across spend via a strong team of procurement and purchasing professionals
  • Strong leadership, negotiation, problem-solving, change management, and communication skills
  • Team player and can collaborate with stakeholders of various levels and business units within and outside the organization
  • Working knowledge of finance and/or accounting in terms of budgeting, cost management, financial accounting, treasury, risk management, etc.
  • Industry knowledge in terms of broad industry dynamics on the buy- and sell-side
  • In-depth knowledge of sourcing and procurement principles and best practices
  • Analytical mindset and creativity to seek, encourage and find non-traditional approaches to further enhance and embed procurement policies and processes.
