About the role

Schedule: M-F

As a Medicaid Eligibility Delivery Director, you will make an impact by overseeing access, performance, and revenue security for all eligibility functions, leading a team of Directors, Managers, and Patient Advocates, they help uninsured patients find coverage by coordinating with hospitals and agencies. This role manages both long-term system design and daily leadership oversight of operations, ensuring efficient enrollment, revenue cycle management, and positive patient and client experience. You will be a valued member of the Cognizant team and work collaboratively with stakeholders and teams.

In this role, you will:

  • Provide strategic leadership in designing and implementing scalable Eligibility Services, overseeing policy development, program segmentation, and operational workflows throughout Cognizant’s national operations.

  • Establish and maintain key performance indicators, dashboards, and auditing protocols to evaluate results, mitigate regulatory risks, and foster continuous improvement across eligibility activities.

  • Manager leaders who supervise all daily eligibility functions, including patient screening, application processing, redetermination procedures, disability referrals, and performance monitoring, ensuring timeliness, accuracy, and compliance at every step.

  • Develop and manage a high-performing team comprising managers and frontline staff, leading hiring, training, coaching, and professional development to consistently achieve organizational objectives.

  • Act as the executive escalation contact for complex eligibility cases, collaborating with cross-functional leaders to address risks and uphold participant access, while cultivating strong relationships with regulatory authorities and advocacy organizations.

  • Coordinate partnerships with internal departments such as Sales, Finance, Other RCM Service Lines, and Compliance.

  • Champion enterprise-wide initiatives, including internal training programs, standardized operating procedures, and knowledge management systems.

  • Serve as an elevated leadership presence in client interactions, strengthening relationships to foster trust and support business growth.

  • Regular travel to client sites and on-site involvement for new acquisitions and program launches are required.

What you need to have to be considered

  • Bachelor’s degree required; master’s degree in public health, health administration, public policy, or related field preferred ad hoc related working experience.

  • Minimum of ten (10) years of experience in state Medicaid and Medicare eligibility, enrollment operations, health plan administration, or regulatory policy in managed care, state programs, or integrated provider systems

  • Proven experience operating in regulated healthcare environments with direct responsibility for eligibility strategy, policy interpretation, and program execution

  • Minimum of five (5) years of leadership experience managing large or multi-state eligibility teams or enterprise-level platforms, with demonstrated success in meeting performance, access, and compliance goals

  • Strong command of federal and state Medicaid policy, including SOC, asset testing, redetermination, institutional deeming, and dual eligibility pathways.

  • Demonstrates adaptability in integrating new tools, workflows, or modifications to government programs.

  • Demonstrates a high degree of self-motivation and possesses the ability to work autonomously

  • Possesses strong professional communication skills, both verbally and in writing

  • Exhibits exceptional multitasking abilities and time management skills to efficiently prioritize and execute complex executive responsibilities

  • Proficiency in Microsoft Office Suite

  • Must be willing and able to travel when needed and work a varied schedule that may include evenings, weekends, and overtime

Salary and Other Compensation: Applications will be accepted until December 19, 2025.

The annual salary for this position is between $90,000 - $115,000 depending on the experience and other qualifications of the successful candidate.

This position is also eligible for Cognizant’s discretionary annual incentive program and stock awards, based on performance and subject to the terms of Cognizant’s applicable plans.
