About the Role

eBay Inc., a global ecommerce leader connecting millions of buyers and sellers across 190+ markets, seeks a Counsel for Payments & Financial Services to join its Bengaluru-based Financial Services Legal team. This hybrid role focuses on providing expert legal and regulatory advice for eBay's innovative payments platform, ensuring compliance amid rapid expansion of fintech products and services. You will support new product launches, international growth into new regions, and affiliations, navigating complex global regulations like PSD2, AML/CTF, and APAC licensing to power seamless ecommerce experiences.

Key Responsibilities

  • Collaborate and advise on the design, development, and rollout of new business models, products, payment solutions, and risk management for eBay's global ecommerce platform
  • Ensure compliance with global payments services, financial technology, licensing, money transmission rules, AML/CTF, consumer protection regulations, and card network rules
  • Address regional regulatory frameworks including EU’s PSD2, Australia’s AML/CTF Act, Australian Consumer Law, AUSTRAC, and APAC FIU requirements
  • Develop processes, procedures, and agreements for new business lines, including user-facing terms and commercial agreements with payments partners
  • Translate complex financial regulations and network rules into clear requirements for eBay's business, product, and engineering teams worldwide
  • Work closely with cross-functional teams including AML/Sanctions Compliance, Risk, Finance/Treasury, Tax, Marketing, Privacy, Information Security, Internal Audit, and Government Relations
  • Anticipate evolving regulatory landscape in fintech and ecommerce, proactively advising eBay leadership on navigation strategies
  • Manage numerous projects simultaneously under deadline pressure in eBay's fast-paced marketplace environment
  • Support expansion into new countries by advising on payment infrastructure and ensuring licenses are in place for eBay's affiliated companies
  • Draft and negotiate commercial agreements with payments partners to enable scalable ecommerce experiences

Required Qualifications

  • A law degree from a reputable university (preferably from National Law School or any premier overseas law school)
  • 7-10 years of legal experience working in a reputable company in the industry and/or practicing Indian law in the sector for a reputable law firm
  • Experience advising on fintech, global payments/money transmission regulations and card network rules
  • Experience providing strategic and pragmatic regulatory advice to business, engineering, and compliance teams
  • Experience working cross-functionally and using critical thinking to achieve business objectives
  • Ability to manage and deliver across a number of top-priority projects
  • Strong business acumen, excellent communication, negotiation, analytical, and problem-solving skills

Preferred Qualifications

  • Broad background within the financial and payments services industry, especially within Payments, Fintech, Bank and Non-bank financial institutions
  • Experience with regional regulatory frameworks including EU’s PSD2, Australia’s AML/CTF Act, Australian Consumer Law, AUSTRAC registration, and APAC FIU requirements
