We are seeking a Program Controls Specialist II to join our dynamic team in Phoenix, AZ. In this hybrid role, you will provide critical program analysis, process improvement, and metrics support to Integrated Program Teams (IPTs). You will assist in developing program plans, Work Breakdown Structures (WBS), and analyzing data to drive informed strategic decisions. Reporting to our Senior Program Controls Manager, you will gain hands-on experience with resource allocation, budgeting, and earned value management (EVM) methodologies. For the first 90 days, new hires must be prepared to work 100% onsite Monday-Friday in Phoenix, AZ, transitioning to a hybrid schedule thereafter.

Key Responsibilities

  • Partner with IPTs to develop comprehensive program plans, including detailed WBS and baseline schedules.
  • Analyze program data using advanced tools to generate actionable reports and dashboards for decision-making.
  • Implement process improvements to enhance program control efficiency and compliance with aerospace industry standards.
  • Assign resources and budgets to work scopes, monitoring variances and forecasting financial performance.
  • Apply earned value management techniques to track program progress, cost, and schedule performance.
  • Collaborate cross-functionally to mitigate risks and ensure alignment with contractual obligations.
  • Develop and maintain key performance metrics to support executive-level reporting.

Summary

You will partner with an Integrated Program Team (IPT), assisting them in developing program plans, Work-Breakdown-Structure (WBS), and analyzing data to help make informed and strategic decisions, using data and reports. You will gain insights and experience with other Program Control Specialist responsibilities such as assigning resources/budgets to work scope and earned value methods. You will report to our Sr Program Controls Manager and work from our Phoenix, AZ location on a hybrid basis. For the first 90 days, New Hires must be prepared to work 100% onsite M-F.

  • Proven experience with Work Breakdown Structures (WBS), scheduling tools, and earned value management (EVM) (experience)
  • Strong proficiency in data analysis and reporting using tools like Microsoft Excel, Power BI, or similar (experience)
  • Experience with government contracting and compliance (e.g., FAR/DFARS) (experience)
  • Ability to work hybrid in Phoenix, AZ, with 100% onsite commitment for first 90 days (experience)

Preferred Qualifications

  • Master's degree in Business, Finance, or Project Management (experience)
  • PMP, PMI-SP, or EVMP certification (experience)
  • Experience with Deltek Cobra, Primavera P6, or SAP for program management (experience)

Responsibilities

  • Develop and maintain integrated program master schedules and WBS in collaboration with IPT stakeholders
  • Perform variance analysis on cost, schedule, and performance metrics to identify risks and opportunities
  • Generate executive-level reports and dashboards using data visualization tools to support strategic decisions
  • Allocate resources and budgets to work packages, ensuring alignment with program baselines and forecasts
  • Conduct earned value analysis to measure program health and recommend corrective actions
  • Drive process improvements in program controls, leveraging lean methodologies for efficiency gains
  • Facilitate IPT meetings to review program status, risks, and mitigation strategies
