Sr Program Administrator

Location: Phoenix, AZ | Workplace: On-site

Overview

As a Sr Program Administrator at Honeywell, you will play a pivotal role in supporting our critical programs within the Department of Energy (DOE) complex. Reporting directly to the Director of Program Management, you’ll work out of our Phoenix, AZ location on a fully on-site schedule. In this position, you will develop and implement classification policies, oversee personnel management, lead complex projects, and coordinate activities across the DOE ecosystem. You will drive organizational change, foster an inclusive culture, and ensure compliance with stringent federal regulations, contributing to Honeywell's mission of advancing aerospace technologies and energy solutions.

Key Responsibilities

  • Develop and implement classification policies and procedures in alignment with DOE directives, ensuring accurate handling of classified information and materials.
  • Oversee personnel administration, including onboarding, performance evaluations, security clearances, and training programs for program staff.
  • Lead cross-functional projects from inception to completion, managing timelines, budgets, and resources across multiple sites in the DOE complex.
  • Coordinate activities and communications between Honeywell teams, DOE stakeholders, and contractors to optimize program execution and mitigate risks.
  • Drive change management initiatives, promoting process improvements and cultural shifts toward inclusivity and innovation.
  • Conduct audits, prepare compliance reports, and implement corrective actions to maintain regulatory adherence.
  • Mentor junior administrators and collaborate with senior leadership to align program goals with strategic objectives.

  • Experience coordinating activities across multi-site complexes or federal programs (experience)
  • Active DOE Q-level security clearance or ability to obtain one (experience)

Preferred Qualifications

  • Master's degree in Project Management or related discipline (experience)
  • PMP (Project Management Professional) or equivalent certification (experience)
  • Prior experience in the DOE complex or national laboratory settings (experience)

Responsibilities

  • Design, develop, and implement classification policies and procedures compliant with DOE Orders 475.1 and 475.2A
  • Oversee personnel lifecycle management, including recruitment, training, and performance oversight for program staff
  • Lead end-to-end project execution, from planning and budgeting to delivery and post-implementation reviews
  • Coordinate seamless activities and information flow across the DOE complex, resolving inter-site dependencies
  • Drive organizational change through process optimization, training programs, and inclusive culture initiatives
  • Perform regular audits, risk assessments, and compliance reporting for senior leadership and DOE regulators
  • Foster stakeholder relationships with DOE offices, contractors, and internal teams to ensure program success
