Sr Program Administrator

Location: Phoenix, AZ | Workplace: On-site | Reports to: Director of Program Management

Overview

As a Sr Program Administrator at Honeywell, you will play a pivotal role in supporting our Aerospace and Energy Transition segments by developing and implementing classification policies, overseeing personnel, leading complex projects, and coordinating activities across the U.S. Department of Energy (DOE) complex. Reporting directly to our Director of Program Management, you’ll work out of our Phoenix, AZ location on a fully on-site schedule. Key Responsibilities

  • Design, develop, and implement classification policies and procedures in alignment with DOE directives, NNSA guidelines, and Honeywell's internal standards.
  • Oversee personnel administration, including staffing, performance management, training, and career development for program teams across multiple sites.
  • Lead cross-functional projects from inception to completion, managing timelines, budgets, and resources to achieve strategic objectives.
  • Coordinate activities and communications across the DOE complex, serving as a key liaison between Honeywell sites, government agencies, and contractors.
  • Drive process improvements and change management initiatives to enhance operational efficiency and compliance.

  • Active U.S. security clearance (Q-level or L-level) or eligibility to obtain one (experience)

  • Master's degree in Program Management, Organizational Leadership, or related field (experience)
  • Professional certifications such as PMP, Six Sigma Black Belt, or DOE-specific credentials (experience)
  • 10+ years in DOE complex or national laboratory environments (experience)

Responsibilities

  • Develop and implement classification policies, procedures, and training programs to ensure compliance with DOE Order 475.2A and related directives
  • Oversee personnel lifecycle processes including recruitment, onboarding, performance evaluations, and succession planning for program staff
  • Lead end-to-end project management for initiatives spanning the DOE complex, utilizing tools like MS Project or Primavera
  • Coordinate inter-site activities, facilitate stakeholder meetings, and resolve conflicts to maintain program alignment and momentum
  • Drive change management efforts, including process optimization and cultural transformation to promote inclusivity and efficiency
  • Perform regular audits, risk analyses, and reporting on program metrics, classification adherence, and personnel performance
  • Collaborate with senior leadership to align program strategies with Honeywell's business objectives and DOE priorities
