Sr Program Administrator

Location: Phoenix, AZ | Workplace: On-site

Overview

As a Sr Program Administrator at Honeywell, you will play a pivotal role in supporting our critical programs within the Department of Energy (DOE) complex. Reporting directly to our Director of Program Management, you’ll work out of our Phoenix, AZ location on a fully on-site schedule. In this position, you will develop and implement classification policies, oversee personnel management, lead complex projects, and coordinate activities across the DOE ecosystem. You will drive organizational change, foster an inclusive culture, and ensure compliance with stringent federal regulations while advancing Honeywell's mission in aerospace, energy, and defense sectors.

Key Responsibilities

  • Design, develop, and implement classification policies and procedures in alignment with DOE directives, NNSA guidelines, and federal security standards.
  • Oversee personnel administration, including onboarding, performance evaluations, training programs, and compliance with export control regulations (ITAR/EAR).
  • Lead cross-functional projects from inception to completion, managing timelines, budgets, and resources across multi-site teams in the DOE complex.
  • Coordinate activities between Honeywell teams, DOE stakeholders, subcontractors, and regulatory bodies to ensure seamless program execution.
  • Drive change management initiatives, promoting inclusive practices and continuous improvement in program operations.
  • Conduct risk assessments, audits, and reporting to maintain program integrity and mitigate compliance risks.
  • Mentor junior administrators and contribute to strategic planning for long-term program success.

  • Experience leading projects with budgets exceeding $5M and coordinating across multi-site DOE complex operations (experience)
  • Active U.S. security clearance (Q-level or L-level) or ability to obtain one (experience)

Preferred Qualifications

  • Master's degree in Program Management, Security Management, or equivalent (experience)
  • Professional certifications such as PMP, CISSP, or DOE-specific classification training (experience)
  • 10+ years in DOE/NNSA programs with experience in change management and inclusive culture initiatives (experience)

Responsibilities

  • Develop and implement comprehensive classification policies, ensuring adherence to DOE/NNSA standards and federal regulations
  • Oversee personnel lifecycle processes, including recruitment, training, performance management, and compliance auditing
  • Lead end-to-end project management for DOE programs, from planning and resource allocation to execution and closeout
  • Coordinate inter-agency activities across the DOE complex, facilitating communication and resolving operational conflicts
  • Drive organizational change through process improvements, fostering diversity, equity, and inclusion in program teams
  • Perform risk analysis, internal audits, and prepare executive-level reports on program status and compliance
  • Mentor staff and collaborate with senior leadership to align programs with Honeywell's strategic objectives
