Sr Program Administrator

Location: Phoenix, AZ | Workplace: On-site

Overview

As a Sr Program Administrator at Honeywell, you will play a pivotal role in supporting our critical programs within the Department of Energy (DOE) complex. Reporting directly to our Director of Program Management, you’ll work out of our Phoenix, AZ location on a fully on-site schedule. In this position, you will develop and implement classification policies, oversee personnel management, lead complex projects, and coordinate activities across the DOE ecosystem. You will drive organizational change, foster an inclusive culture, and ensure compliance with stringent federal regulations while advancing Honeywell's mission in aerospace, energy, and safety-critical technologies.

Key Responsibilities

  • Design, develop, and implement classification policies and procedures to ensure compliance with DOE directives, NNSA requirements, and federal security standards.
  • Oversee personnel administration, including onboarding, performance evaluations, training programs, and career development for program teams.
  • Lead cross-functional projects from inception to completion, managing timelines, budgets, and resources across multiple sites in the DOE complex.
  • Coordinate activities and communications between Honeywell teams, DOE stakeholders, contractors, and subcontractors to optimize program delivery.
  • Drive change management initiatives, identifying process improvements and implementing best practices to enhance operational efficiency.
  • Foster an inclusive and high-performing culture through leadership, mentoring, and promoting diversity, equity, and inclusion (DEI) principles.
  • Monitor program metrics, prepare executive reports, and provide strategic recommendations to senior leadership.

  • Proven experience developing and implementing classification and security policies compliant with federal regulations (e.g., 10 CFR Part 810, NNSA directives) (experience)
  • Experience leading projects across multi-site or complex organizations, including budget management exceeding $5M (experience)
  • Strong understanding of DOE complex operations, contractor relationships, and federal acquisition regulations (FAR) (experience)
  • Active DOE 'L' or 'Q' security clearance or ability to obtain one (experience)

Preferred Qualifications

  • Master's degree in Business Administration, Project Management, or related field (experience)
  • Project Management Professional (PMP) certification or equivalent (experience)
  • Experience in change management frameworks (e.g., Prosci, ADKAR) and DEI initiatives (experience)

Responsibilities

  • Develop and implement comprehensive classification policies and procedures to safeguard sensitive information across the DOE complex
  • Oversee personnel lifecycle management, including recruitment, training, performance assessments, and succession planning for program staff
  • Lead end-to-end project execution, defining scopes, allocating resources, mitigating risks, and delivering on time and within budget
  • Coordinate seamless activities and information flow among DOE sites, Honeywell divisions, and external partners to ensure program alignment
  • Drive organizational change by assessing current processes, recommending improvements, and leading implementation efforts
  • Cultivate an inclusive culture through targeted leadership strategies, team-building, and DEI program advocacy
  • Analyze program performance data, generate detailed reports, and brief senior executives and DOE officials on key insights
