Sr Program Administrator

Location: Phoenix, AZ | Workplace: On-site

Overview

As a Sr Program Administrator at Honeywell, you will play a pivotal role in supporting our critical programs within the Department of Energy (DOE) complex. Reporting directly to the Director of Program Management, you’ll work out of our Phoenix, AZ location on a fully on-site schedule. In this position, you will develop and implement classification policies, oversee personnel, lead complex projects, and coordinate activities across the DOE ecosystem. Key Responsibilities

  • Develop and implement comprehensive classification policies and procedures in alignment with DOE directives, ensuring accurate handling of classified information and materials.
  • Oversee personnel administration, including staffing, performance management, training, and development for program teams operating in high-security environments.
  • Lead cross-functional projects from inception to completion, managing timelines, budgets, and resources across multiple sites in the DOE complex.
  • Coordinate activities and communications between Honeywell teams, DOE stakeholders, and contractors to optimize program delivery and mitigate risks.
  • Drive change management initiatives, promoting process improvements and cultural shifts toward inclusivity, diversity, and high-performance standards.

  • Demonstrated leadership in overseeing personnel and managing cross-functional teams in complex, regulated settings (experience)
  • Experience leading projects across multi-site operations within the DOE complex or similar high-security domains (experience)
  • Active DOE Q-level or L-level security clearance (or ability to obtain) (experience)

Preferred Qualifications

  • Master's degree in Program Management, Security Management, or related discipline (experience)
  • Professional certifications such as PMP, CISSP, or DOE-specific security credentials (experience)
  • 10+ years in federal program administration with direct DOE complex experience (experience)

Responsibilities

  • Design, develop, and implement classification policies and procedures to ensure compliance with DOE Order 475.2A and related directives
  • Oversee personnel lifecycle processes, including recruitment, onboarding, performance evaluations, and professional development for program staff
  • Lead end-to-end project management for DOE initiatives, utilizing tools like MS Project or Primavera to track milestones and deliverables
  • Coordinate and facilitate activities across the DOE complex, including stakeholder meetings, risk assessments, and inter-agency collaborations
  • Drive organizational change through process optimization, training programs, and initiatives fostering an inclusive, high-performance culture
  • Prepare and deliver executive-level reports, briefings, and audits on program status, security compliance, and performance metrics
  • Monitor and enforce cybersecurity and physical security protocols to protect sensitive information and assets
