Sr Program Administrator

Location: Phoenix, AZ | Workplace: On-site

Overview

As a Sr Program Administrator at Honeywell, you will play a pivotal role in supporting our critical programs within the Department of Energy (DOE) complex. Reporting directly to our Director of Program Management, you’ll work out of our Phoenix, AZ location on a fully on-site schedule. In this position, you will develop and implement classification policies, oversee personnel, lead complex projects, and coordinate activities across the DOE ecosystem. You will drive organizational change, foster an inclusive culture, and ensure compliance with stringent federal regulations while advancing Honeywell's mission in aerospace, energy, and safety-critical technologies.

Key Responsibilities

  • Design, develop, and implement classification policies and procedures in alignment with DOE directives, NNSA guidelines, and federal security standards.
  • Oversee personnel administration, including staffing, performance management, training, and career development for program teams.
  • Lead cross-functional projects from inception to completion, managing timelines, budgets, and resources across multiple sites in the DOE complex.
  • Coordinate and synchronize activities between Honeywell teams, DOE stakeholders, contractors, and national laboratories to ensure seamless program execution.
  • Drive change management initiatives, identifying process improvements and implementing strategies to enhance operational efficiency and compliance.
  • Foster an inclusive and high-performing culture through leadership, mentorship, and promotion of diversity, equity, and inclusion (DEI) principles.
  • Conduct risk assessments, prepare executive reports, and brief senior leadership on program status, challenges, and achievements.

  • Proven experience developing and implementing classification policies and procedures compliant with DOE Order 475.1 and related federal regulations (experience)
  • Demonstrated leadership in managing cross-functional teams and coordinating activities across multi-site complexes (experience)
  • Experience with federal contracting, budget management, and risk assessment in high-security settings (experience)
  • Active DOE Q-level security clearance or ability to obtain one (experience)

Preferred Qualifications

  • Master's degree in Public Policy, Organizational Management, or equivalent (experience)
  • Project Management Professional (PMP) certification or equivalent (experience)
  • Prior experience in DOE complex sites (e.g., national laboratories like Sandia or Los Alamos) (experience)

Responsibilities

  • Develop and implement comprehensive classification policies, ensuring adherence to DOE directives and national security standards
  • Oversee personnel functions including recruitment, training, performance evaluations, and succession planning for program staff
  • Lead end-to-end project management for DOE initiatives, from planning and resource allocation to execution and closeout
  • Coordinate inter-site activities across the DOE complex, facilitating communication and alignment among stakeholders
  • Drive organizational change through process optimization, innovation adoption, and cultural transformation efforts
  • Conduct audits, risk analyses, and compliance reviews to mitigate program risks and ensure regulatory adherence
  • Prepare and deliver briefings, reports, and recommendations to senior leadership and DOE representatives
