Sr Program Specialist

Overview

As a Sr Program Specialist at Honeywell, you will play a pivotal role in our Aerospace Technologies division, driving high-stakes FAR 15 proposals and subcontracts that support our cutting-edge defense and commercial aviation programs. Reporting directly to our Director of Program Management, you’ll work out of our state-of-the-art facility in Atlanta, GA, on a hybrid schedule that balances collaboration with flexibility. In this position, you will perform rigorous price analyses, execute complex subcontracts, and ensure full compliance with Federal Acquisition Regulations (FAR 15). Your efforts will directly contribute to strategic supplier agreements, cost savings initiatives, and seamless cross-functional collaboration, helping Honeywell maintain its leadership in innovation and operational excellence.

Key Responsibilities

  • Lead the development and submission of compliant FAR 15 proposal packages, including cost/price volumes, negotiation strategies, and risk mitigation plans.
  • Conduct detailed price analyses and cost realism assessments for major subcontracts, ensuring best value and adherence to government contracting standards.
  • Execute subcontract awards, from solicitation through closeout, managing terms, deliverables, and performance metrics with key suppliers.
  • Collaborate with engineering, finance, legal, and supply chain teams to align program objectives with strategic sourcing goals.
  • Identify and implement cost-saving opportunities through strategic agreements, volume commitments, and supplier performance improvements.
  • Monitor subcontract compliance, resolve disputes, and prepare executive-level reports on program metrics and savings achieved.

  • Strong understanding of Federal Acquisition Regulations (FAR), DFARS, and CAS compliance requirements (experience)
  • Experience with ERP systems such as SAP or Oracle for contract execution and reporting (experience)

Preferred Qualifications

  • Master's degree in Business Administration or related field (experience)
  • Professional certifications such as CPCM, CFCM, or NCMA Fellow (experience)
  • Experience with international subcontracts and ITAR/EAR export compliance (experience)

Responsibilities

  • Develop and lead FAR 15 proposal strategies, including certified cost or pricing data requirements and negotiation positions
  • Perform in-depth price analyses using techniques like parametric estimating, regression analysis, and should-cost modeling
  • Draft, negotiate, and execute subcontract agreements, including terms for intellectual property, flow-down clauses, and performance incentives
  • Collaborate cross-functionally to ensure program alignment, risk sharing, and achievement of cost reduction targets
  • Conduct supplier audits, performance evaluations, and corrective action plans to maintain compliance and drive continuous improvement
  • Prepare and present program status reports, savings analyses, and lessons learned to senior leadership
  • Support make-or-buy decisions and strategic sourcing initiatives to optimize supply chain efficiency
