Key Responsibilities

  • Lead the development and submission of compliant FAR 15 proposals, including cost/price volumes, basis of estimates, and forward pricing rate agreements.
  • Conduct comprehensive price analyses and cost realism assessments for major subcontracts, ensuring competitive pricing and value for money.
  • Execute and administer complex subcontracts, from RFPs through award, modifications, and closeout, in alignment with Honeywell's procurement policies.
  • Collaborate with engineering, finance, legal, and program teams to mitigate risks and optimize supplier performance in building automation projects.
  • Identify and implement cost-saving initiatives through strategic sourcing, should-cost modeling, and negotiation tactics.
  • Maintain audit-ready documentation and support DCMA/DCAA audits for government contracts.

Summary

  • 5+ years of experience in government contracting, FAR 15 proposal management, or subcontract administration (experience)
  • Proven track record in price/cost analysis and negotiation for complex subcontracts (experience)
  • Familiarity with Federal Acquisition Regulations (FAR), DFARS, and CAS compliance (experience)
  • Experience in a manufacturing or technology industry, preferably building automation or aerospace (experience)
  • Ability to obtain and maintain a U.S. security clearance (experience)

Preferred Qualifications

  • Master's degree in Business Administration or related field (experience)
  • CPM, CPCM, or NCMA CFCM certification (experience)
  • Experience with Deltek Costpoint, SAP, or similar ERP systems for procurement (experience)

Responsibilities

  • Develop and lead FAR 15 proposal packages, including certified cost or pricing data and negotiation memorandums
  • Perform detailed price analyses, market research, and should-cost evaluations for subcontract awards exceeding $2M
  • Draft, negotiate, and execute subcontract agreements, including terms for FFPs, CPFF, and T&M vehicles
  • Collaborate cross-functionally to resolve supplier issues, manage performance metrics, and ensure on-time delivery
  • Drive cost reduction strategies through supplier consolidation, volume discounts, and value engineering
  • Prepare and defend pricing positions during customer audits and fact-finding sessions
  • Monitor subcontract compliance and support program reviews for building automation initiatives
