Key Responsibilities

  • Lead the development and submission of compliant FAR 15 proposal packages, including cost/price volumes, basis of estimates, and forward pricing rates.
  • Conduct comprehensive price analyses and negotiations for subcontracts, ensuring best value and compliance with federal acquisition regulations.
  • Execute subcontract agreements, from RFPs through award, managing vendor performance and resolving issues to mitigate risks.
  • Collaborate with cross-functional teams—including engineering, finance, legal, and supply chain—to align on program goals and strategic sourcing initiatives.
  • Drive cost savings through strategic agreements, supplier diversification, and value engineering in building automation projects.
  • Monitor program metrics, prepare executive reports, and support audits to maintain contractual compliance and performance excellence.

Summary

As a Sr Program Specialist here at Honeywell, you will drive FAR15 proposals and subcontracts, perform price analyses, execute subcontracts, and collaborate across functions.   • 5+ years of experience in FAR 15 proposal management, government contracting, or subcontract administration (experience)
  • Proven track record in price analysis, cost/price proposal development, and negotiation of complex subcontracts (experience)
  • Experience in the aerospace, defense, or building technologies industry with familiarity in building automation systems (experience)
  • Strong understanding of Federal Acquisition Regulations (FAR), DFARS, and CAS compliance requirements (experience)
  • Proficiency in ERP systems such as SAP or Oracle for contract and procurement management (experience)

Preferred Qualifications

  • Master's degree in Business Administration or related field (experience)
  • Professional certifications such as CPCM, CFCM, or NCMA CPPCO (experience)
  • Experience with Deltek Costpoint or similar proposal management software (experience)

Responsibilities

  • Develop and lead FAR 15 compliant proposal packages, including detailed cost narratives, BOEs, and pricing strategies for building automation programs
  • Perform in-depth price analyses, market research, and negotiations to secure competitive subcontracts while ensuring regulatory compliance
  • Execute full lifecycle subcontract management, from solicitation through closeout, including performance monitoring and dispute resolution
  • Collaborate with program teams, legal, and finance to craft strategic teaming agreements and strategic supplier partnerships
  • Identify and implement cost-saving opportunities through should-cost modeling, value analysis, and supplier consolidation
  • Prepare and present program status reports, audit responses, and executive briefings on proposal win rates and subcontract performance
  • Support risk management by conducting compliance reviews and implementing corrective actions for building automation subcontracts
