Key Responsibilities

  • Lead the development and submission of compliant FAR Part 15 proposals, including cost/price volumes, technical narratives, and basis of estimate documentation.
  • Conduct comprehensive price and cost analyses for subcontracts, ensuring fair and reasonable pricing through market research, historical data, and negotiation strategies.
  • Draft, negotiate, and execute complex subcontracts, teaming agreements, and strategic partnerships while mitigating risks and ensuring regulatory compliance.
  • Collaborate with program managers, engineering teams, finance, and legal stakeholders to align contracting strategies with overall program objectives.
  • Monitor contract performance, manage changes, and drive cost reduction initiatives to achieve savings targets and enhance profitability.
  • Prepare and present contracting reports, metrics, and recommendations to senior leadership for strategic decision-making.

Summary

  • Proven track record in price/cost analysis and negotiation of complex subcontracts in aerospace or defense industries (experience)
  • Experience ensuring compliance with Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) (experience)
  • Ability to obtain and maintain a U.S. Government security clearance (experience)
  • Strong proficiency in contracting software such as Deltek Costpoint, ProPricer, or similar tools (experience)

Preferred Qualifications

  • Master's degree in Business, Law, or related field (experience)
  • Professional certifications such as Certified Federal Contracts Manager (CFCM) or Certified Professional Contracts Manager (CPCM) (experience)
  • Experience with strategic sourcing and enterprise agreements in a Fortune 100 environment (experience)

Responsibilities

  • Develop and lead FAR Part 15 proposal efforts, including pricing strategies, certified cost or pricing data, and consent to subcontract requirements
  • Perform detailed price analyses, including cost realism assessments and should-cost modeling for major subcontracts
  • Negotiate and execute subcontracts, modifications, and other agreements while ensuring terms protect Honeywell's interests
  • Collaborate cross-functionally with engineering, finance, and program teams to support proposal and contract lifecycle management
  • Identify and implement cost-saving opportunities through strategic sourcing, vendor consolidation, and performance-based contracting
  • Conduct risk assessments, compliance audits, and flow-down of prime contract requirements to subcontractors
  • Prepare executive-level reports on contract performance, savings achieved, and lessons learned for continuous improvement
