Critical Controls Lead – APAC

Health, Safety, Security & Environment | JLL

Location: Malaysia (Hybrid)
Reports to: Regional Quality, Compliance & HSSE Lead, APAC

About the Role

We're seeking a strategic HSSE professional to establish and lead our Critical Controls Management (CCM) Program across APAC Real Estate & Management Services. This is a unique opportunity to build a multi-year program that will standardize how we identify, verify, and manage critical controls for high-risk activities across the region.

What You'll Do

  • Program Leadership: Design and implement the Critical Controls Management framework across APAC, aligning global standards with regional operational realities

  • Strategic Implementation: Lead a multi-phase rollout including pilot programs, regional deployment, and long-term sustainment

  • Stakeholder Collaboration: Partner with country HSSE leads, operational teams, and account managers to integrate CCM into existing systems

  • Performance Management: Establish critical control effectiveness measurement processes and reporting mechanisms for leadership visibility

  • Cross-functional Alignment: Coordinate with global HSSE teams and other business lines to ensure consistency and leverage shared learnings

  • Capacity Building: Support country teams in identifying critical risks and controls, providing guidance materials and training programs

What We're Looking For

  • Bachelor's degree in Safety, Engineering, or related discipline

  • Minimum 8 years HSE experience with program leadership in high-risk industries

  • Proven track record designing and implementing critical control frameworks across multiple countries

  • Deep expertise in high-risk activity management and control verification

  • Strong strategic thinking and stakeholder management across complex organizations

  • Excellent communication skills with ability to influence senior stakeholders across geographies
