Permitting Specialist – Join Leidos Power Delivery Services

Leidos is seeking Permitting Specialists for our dynamic Project Consulting team within the Power Delivery Services Division. As the go-to partner for utilities and mobile operators, we've collaborated with over 50 investor-owned utilities, 160+ municipals/cooperatives, and leading construction partners. Municipal Permitting Focus

Handle electric distribution (overhead/underground) projects across Massachusetts. Key tasks include preparing street opening, trench, sidewalk, curb cut, and ROW permits; coordinating Traffic Control Plans, police details, and Grants of Location; managing tree trimming requests and shade tree hearings; monitoring winter moratoriums; and visiting municipal offices to expedite approvals.

Environmental Permitting Focus

Specialize in Massachusetts Wetlands Protection Act compliance. Responsibilities cover RDA/NOI submissions to Conservation Commissions, tracking Orders of Conditions/Certificates of Compliance, wetland screenings, erosion control coordination, MESA/rare species reviews, stormwater documentation, and attending commission hearings.

Role Details

Temporary positions (temp-to-hire after ~6 months) with remote capabilities and local Boston-area travel. Ideal for backgrounds in environmental, construction, utilities, or municipal permitting. Requires 2+ years experience, strong writing, drawing interpretation skills, and a valid driver's license. Bachelor's degree preferred.

Responsibilities

  • Prepare and submit municipal permit applications for street opening, trench, sidewalk/driveway, curb cuts, and ROW occupancy
  • Coordinate Traffic Control Plan approvals, lane closures, detours, and police detail requests
  • Support Grants of Location and public-way approvals with Select Boards and City Councils
  • Manage RDA and NOI filings to Conservation Commissions under Massachusetts Wetlands Protection Act
  • Track compliance for Orders of Conditions and Certificates of Compliance
  • Conduct environmental/wetland screening and coordinate erosion control measures
  • Maintain organized permit records and update permitting tracker daily
  • Visit town halls, attend hearings, and resolve permitting issues as needed
