Description:We are Lockheed Martin

Level 4 position supporting the F-35 Test & Evaluation Bids & Proposals team. The candidate will work closely with F-35 Development Program Office, F-35 Prime Proposal team, Edwards AFB and Patuxent River Flight Test Sites, Fort Worth Flight Test Engineering, Instrumentation, Labs and Procurement, Data Processing and Fab/Build teams, along with other Engineering IPTs to support proposal activity. Will work with the customer to gain a comprehensive understanding of contractual requirements via the Contractual Statements of Work. Will support project proposal activity timelines, including Basis of Estimate submittals, orchestrate T&E senior leadership approvals, support program gate reviews and negotiations with the customer. Will be required to develop and utilize metric tools to track and report progress to all levels of leadership.

**Must be a US Citizen. This position is located at a facility that requires special access.**

Basic Qualifications:
• Bachelor’s degree in Engineering / Technical Discipline.
• Experience in proposal writing.
• Experience with F-35 Flight Test or related test operations experience.
• Experience with Program/Project management.
Desired Skills:
• Familiarity with proposal tools such as APTS.
• Understanding of Truth in Negotiations Act (TINA) and Federal Acquisition Regulations (FAR).
• Ability to work independently as well as part of a cross-domain team.
• F-35 Program experience.
• Ability to articulate complex matters in concise oral and written presentations in a fast-paced proposal environment.
• Ability to interpret and clarify contract requirements and decompose to a Technical Statement of Work.
• Ability to write subcontractor Requests for Proposal (RFPs) and Supplier Statements of Work.
• Ability to interface with program management, estimating, other functional organizations, and the customer (Joint Program Office and DCAA) on LM Aero and supplier proposal activities.
• Control Account Manager (CAM) experience.
• Strong coordination across various IPTs / integration skills.
• Excellent communication (verbal, written and presentation) skills.
• Experience coordinating with pertinent organizations to develop executable Flight Test proposals.
• Experience preparing and delivering briefs to executive levels of management.
Security Clearance Statement: This position requires a government security clearance, you must be a US Citizen for consideration.

Schedule for this Position: 4x10 hour day, 3 days off per week
