Role Overview

The Manager, Capital Planning and Cost Management role within Gilead's Corporate Engineering and Facilities (CEF) Department is pivotal for overseeing the global capital portfolio. Based in Foster City, California, this position reports to the Director of Project Controls and Governance. You will lead capital planning, cost governance, and Project Management Information System (PMIS) development using Trimble Unity Construct. Key Responsibilities

As Manager, Capital Planning and Cost Management, your core duties include:

• Developing and maintaining multi-year capital plans in collaboration with Corporate Operations, Finance, and site leadership.
• Overseeing bi-annual CapEx and OpEx Latest Estimate (LE) cycles, reviewing cash flows, validating variances, and escalating issues.
• Managing new project intake, prioritization tools, and stage-gate approvals aligned with strategic priorities.
• Leading cost planning, monthly reviews, budget vs. actuals, accruals, invoice validation, and PO management.
• Tracking contingency utilization and applying benchmarking for ROM estimates on lab renovations, office fit-outs, and capital projects.
• Serving as functional lead for Trimble Unity Construct PMIS, handling configuration, workflow optimization, reporting, and financial system integrations.

Qualifications & Requirements

The ideal candidate brings:

• A Bachelor's degree in Finance, Accounting, Engineering, Business Administration, or a related field; MBA or advanced certification preferred.
• 5-8 years of experience in capital planning, cost management, or project controls, ideally in biopharmaceuticals, biotech, or construction/pharma facilities.
• Proven expertise in PMIS tools like Trimble Unity Construct (e-Builder), ERP systems, and financial software.
• Advanced analytical skills with proficiency in Excel, scenario modeling, and data visualization tools.
• Exceptional communication and stakeholder management abilities for technical and executive audiences.
• Demonstrated initiative, attention to detail, and a track record of process improvements in cost governance.

Experience in biopharma capital projects, such as lab builds or manufacturing facilities, is highly valued.
