The primary objective will be the delivery of all contractual requirements on cost and on schedule, while achieving all technical requirements and creating customer intimacy to support value creation. Program Managers are responsible for leading all phases of the program life cycle from inception (proposal development) through startup, execution, and completion (contract closeout). Primary responsibilities are the management of cost, schedule, and technical performance for F-22 contracts within the Advanced Systems Operating Unit in the Advanced Mission Capabilities business unit. Managing a team of Program Managers who are executing contracts in different areas of scope. Leading the team to meet cost, schedule, and technical performance objectives. Directly managing contract execution as required. Supporting and directing all phases of programs from inception through completion. Conducting internal program reviews with the F-22 team to ensure contract performance requirements are met. Acting as primary customer contact for program activities. Leading program reviews with internal and external customers. Delivering presentations to customers, executive management, and other program stakeholders. Cultivating customer relationships and intimacy to develop further opportunities within the customer community. Develop capture strategies to win business. Representing Northrop Grumman F-22 Radar interests at customer meetings and conferences. Coordinating the preparation of proposals, business plans, proposal work statements and specifications, operating budgets, staffing plans and financial terms/conditions of contract. Identifying, allocating and managing program resources, including staff, NCTA capital, and facilities. Managing Government supplied property or information. Ensuring program team understands and adheres to contract scope, and manages change. Conducting risk & opportunity management practices including identification, mitigation, and realization. Bachelor's Degree and 8 years, or Master's and 5 years' experience supporting U.S. Government contracts and customers and/or program management in other industries or closely related experience. Experience leading large, diverse teams with varied scope of work. Experience managing multiple contracts. Demonstrated program execution achieving cost, schedule and performance requirements. Demonstrated experience shaping new business with customers. Demonstrated experience applying Earned Value Management (EVM) principles to track and report cost, schedule and performance metrics. Proven ability to independently plan, prioritize, and execute work to meet project milestones and deliverables on schedule and within budget. Demonstrated success translating executive and customer objectives into actionable project outcomes that meet performance and sector goals. US Citizenship required. A final DOD Secret Clearance required to be considered, and ability to obtain and maintain a Special Access Programs (SAP) clearance. Experience in a leadership position on government programs over $40M and IR&D efforts over $1M. Experience managing sustainment programs and software development. Active Special Access Programs (SAP) clearance.
