Position Overview

The Consulting Project Director leads technical deployment operations and resources within Oracle Health Government Services, overseeing deployment wave managers and Certificate of Approval (COA) scoping activities. This role involves close collaboration with key VA stakeholders, including Dr. Preitula and Mr. Bates, to address critical technical and deployment needs. Reporting to senior leadership, the director ensures seamless project execution, risk mitigation, and alignment with customer objectives in a high-stakes government environment.

Key Responsibilities

• Manage and mentor a team of deployment wave managers to ensure timely and high-quality execution of project phases
• Lead the development and execution of deployment scoping (COA) workstreams, aligning with VA requirements and timelines
• Build and maintain strong relationships with key VA customers, including Dr. Preitula and Mr. Bates, to address technical and operational needs
• Oversee resource allocation, budgeting, and forecasting for technical deployment operations across multiple projects
• Identify and mitigate risks in deployment processes, implementing corrective actions to maintain project momentum
• Coordinate cross-functional teams, including engineering, consulting, and customer success, to deliver integrated solutions
• Drive continuous improvement in deployment methodologies, tools, and best practices within Oracle Health Government Services
• Prepare executive-level reports, presentations, and status updates on project progress and customer engagements
• Ensure compliance with federal regulations, security standards, and Oracle's quality assurance protocols
• Facilitate stakeholder workshops and reviews to validate deployment plans and gather actionable feedback

Required Qualifications

• Bachelor's degree in Computer Science, Information Technology, Business Administration, or related field; Master's degree preferred
• 10+ years of experience in IT project management, with at least 5 years in technical deployment or consulting roles
• Proven track record managing large-scale government or healthcare IT deployments, including federal clients like the VA
• Strong understanding of deployment scoping, COA processes, and agile/waterfall methodologies
• Excellent leadership skills with experience managing distributed teams of 20+ members
• Demonstrated ability to engage C-level stakeholders and build lasting customer relationships
• Expertise in project management tools such as Jira, MS Project, or Oracle Primavera
• Deep knowledge of healthcare IT systems, cloud technologies, and federal compliance standards (e.g., FISMA, HIPAA)

Preferred Qualifications

• PMP, PgMP, or equivalent project management certification
• Prior experience working directly with VA or other federal health agencies
• Familiarity with Oracle Health platforms and cloud services (OCI)
• Advanced skills in risk management and financial oversight for multi-million-dollar projects
• Experience in vendor management and contract negotiations
