Position Overview

The Consulting Project Technical Manager - RevCycle - Federal serves as a Program Manager and strategic lead within Oracle's Federal Program, focusing on the Electronic Health Record Modernization project. This role involves managing diverse engagements, including optimization, product development, and new site deployments for revenue cycle processes in federal healthcare environments. The ideal candidate will drive technical project execution, ensure compliance with federal standards, and deliver high-impact results to support healthcare revenue cycle efficiency.

Key Responsibilities

  • Lead end-to-end project management for revenue cycle optimization, product development, and new site deployments within the Federal EHR Modernization program.
  • Develop and execute comprehensive project plans, timelines, and resource allocation to meet federal client deliverables and milestones.
  • Collaborate with cross-functional teams, including technical consultants, developers, and federal stakeholders, to define requirements and resolve complex issues.
  • Oversee technical implementation of Oracle Revenue Cycle solutions, ensuring seamless integration with EHR systems and federal compliance standards.
  • Monitor project risks, budgets, and performance metrics; implement mitigation strategies to maintain on-time, on-budget delivery.
  • Facilitate stakeholder communications, providing regular status updates, dashboards, and executive briefings on project progress.
  • Drive process improvements and best practices in revenue cycle management, leveraging Oracle tools for enhanced federal healthcare outcomes.
  • Conduct quality assurance reviews and testing phases to validate system functionality and regulatory adherence.
  • Mentor junior team members and build high-performing project teams tailored to federal engagement needs.
  • Prepare and present post-project analyses, lessons learned, and recommendations for continuous program enhancement.

Required Qualifications

  • Bachelor's degree in Computer Science, Information Technology, Healthcare Administration, or a related field.
  • 7+ years of experience in project management within healthcare IT, with specific focus on revenue cycle management or EHR implementations.
  • Proven track record managing federal government projects, including familiarity with FAR, DFARS, and federal acquisition regulations.
  • Strong technical expertise in Oracle Health or similar EHR/revenue cycle platforms, including configuration and deployment.
  • Demonstrated ability to manage multiple concurrent projects with budgets exceeding $1M and cross-functional teams of 10+ members.
  • Excellent leadership and communication skills, with experience interfacing with senior federal executives and clinical stakeholders.
  • PMP, Agile, or equivalent project management certification.
  • U.S. citizenship and ability to obtain/maintain a federal security clearance (Secret level preferred).

Preferred Qualifications

  • Master's degree in a relevant field or MBA.
  • Experience with Oracle Cloud HCM, Financials, or Revenue Cycle modules in federal environments.
  • Prior involvement in DoD or VA healthcare modernization initiatives.
  • Advanced certifications such as Oracle Certified Professional or Six Sigma Black Belt.
  • Knowledge of HL7 FHIR standards and interoperability in federal healthcare systems.
