Key Responsibilities

• Lead a team of deployment engineers and specialists in delivering Oracle cloud solutions for federal healthcare clients, ensuring on-time and on-budget execution.
• Develop and execute deployment strategies that align with federal regulations, including FISMA, FedRAMP, and HIPAA compliance requirements.
• Own end-to-end deployment lifecycle management, from planning and provisioning to go-live and post-deployment support.
• Drive financial performance by managing project budgets, forecasting resources, and optimizing operational costs for federal contracts.
• Mentor and coach team members to build high-performing capabilities, fostering a culture of accountability, innovation, and continuous improvement.
• Collaborate with cross-functional stakeholders, including sales, product, and federal compliance teams, to scope, prioritize, and deliver customer deployments.
• Identify and mitigate risks in complex deployment environments, implementing proactive solutions to ensure mission-critical system reliability.
• Monitor key performance metrics, generate executive reports, and present deployment outcomes to senior leadership and federal clients.
• Innovate deployment processes by leveraging automation tools, CI/CD pipelines, and Oracle's cloud-native technologies.
• Build and maintain strong relationships with federal agency partners to support ongoing deployments and expansion opportunities.

Required Qualifications

• Bachelor’s degree in Computer Science, Information Technology, Business Administration, or a related field; advanced degree preferred.
• 8+ years of experience in IT deployment, cloud operations, or program management, with at least 3 years in a federal government or healthcare environment.
• Proven track record of leading teams in delivering complex software or cloud deployments under strict regulatory compliance.
• Strong understanding of federal acquisition processes, including FAR/DFARS, and experience with government contracts.
• Demonstrated ability to manage budgets, P&L responsibilities, and deliver financial results in a deployment services context.
• Excellent leadership and people management skills, with experience in talent development and performance coaching.
• Deep knowledge of cloud platforms (e.g., Oracle Cloud Infrastructure, AWS GovCloud) and healthcare IT systems.
• Exceptional communication skills, with experience presenting to executives, clients, and technical teams.

Preferred Qualifications

• Experience with Oracle Cloud applications or healthcare-specific solutions like Oracle Health.
• Current security clearance (Secret or higher) or eligibility to obtain one for federal work.
• Certifications such as PMP, ITIL, AWS/OCI Architect, or FedRAMP compliance expertise.
• Background in agile methodologies and DevOps practices for federal deployments.
• Master’s degree in a relevant field or MBA with a focus on technology management.
