Overview

Lead complex OSS/BSS (Charging & Billing, OSM/UIM) delivery programs for telecom clients in Tokyo. Manage multi-vendor teams and engage directly with stakeholders to ensure high-quality, on-time project execution. Native Japanese fluency and proven project management expertise are essential.

Responsibilities

• Oversee end-to-end delivery of OSS/BSS projects, including Charging, Billing, OSM, and UIM systems.
• Manage multi-vendor teams, coordinating resources and resolving conflicts to meet project milestones.
• Engage with key stakeholders, including clients and executives, to define scope, align expectations, and report progress.
• Develop and maintain detailed project plans, schedules, budgets, and risk management strategies.
• Drive quality assurance processes to ensure solutions meet telecom industry standards and client requirements.
• Facilitate cross-functional collaboration between technical, commercial, and operational teams.
• Monitor project performance using KPIs and implement corrective actions for delays or issues.
• Contribute to business development by identifying upsell opportunities and supporting proposals.

Qualifications

• 10+ years in telecom project management, with proven success in OSS/BSS (Charging/Billing, OSM/UIM) deliveries.
• Native Japanese speaker with excellent business-level English proficiency.
• PMP, Prince2, or equivalent project management certification.
• Strong leadership skills with experience managing multi-vendor, cross-cultural teams.
• Deep knowledge of telecom BSS/OSS domains and agile/waterfall methodologies.
• Excellent stakeholder management and negotiation abilities in high-pressure environments.
