Position Overview

As a Principal Regulatory Compliance Specialist at Oracle in Saudi Arabia, you will play a critical role in ensuring the organization's adherence to local and international government regulations and standards. You will assist in the preparation, testing, and ongoing monitoring of compliance programs, mitigating risks and fostering a culture of regulatory excellence. This position offers the opportunity to collaborate with cross-functional teams and contribute to Oracle's strategic growth in the region.

Key Responsibilities

• Develop and implement comprehensive compliance programs to meet Saudi Arabian regulatory requirements, including SAMA, CMA, and ZATCA standards.
• Conduct regular risk assessments and gap analyses to identify potential compliance vulnerabilities across Oracle's operations.
• Lead the preparation, testing, and validation of internal controls for regulatory conformance and reporting.
• Monitor emerging regulatory changes and advise senior leadership on their impact to Oracle's business activities.
• Collaborate with legal, finance, and IT teams to integrate compliance requirements into business processes and systems.
• Prepare and submit accurate regulatory filings, reports, and disclosures to government agencies on time.
• Design and deliver training programs to enhance employee awareness of compliance obligations.
• Investigate compliance incidents, recommend corrective actions, and track remediation efforts to closure.
• Perform audits and reviews to ensure ongoing adherence to data protection laws like PDPL and international standards such as GDPR.
• Foster relationships with external regulators and industry bodies to represent Oracle's compliance interests.

Required Qualifications

• Bachelor's degree in Law, Business Administration, Finance, or a related field; advanced degree (JD, MBA) preferred.
• 8+ years of progressive experience in regulatory compliance, risk management, or legal roles within the technology or financial services sector.
• In-depth knowledge of Saudi Arabian regulatory frameworks, including SAMA, CMA, ZATCA, and PDPL requirements.
• Proven track record of developing and managing compliance programs in a multinational corporate environment.
• Strong analytical skills with experience in conducting compliance audits, risk assessments, and gap analyses.
• Excellent communication skills, with the ability to present complex regulatory information to executive stakeholders.
• Proficiency in compliance management tools, GRC platforms, and Microsoft Office Suite.
• Ability to work independently and collaboratively in a fast-paced, matrixed organization.

Preferred Qualifications

• Certification as a Certified Regulatory Compliance Manager (CRCM), CCEP, or equivalent.
• Experience in the cloud computing, SaaS, or enterprise software industry.
• Familiarity with international standards such as ISO 27001, SOC 2, and NIST frameworks.
• Previous exposure to Oracle products, cloud services, or enterprise applications.
• Arabic language proficiency (spoken and written) is highly desirable.
