Position Overview

As a SaaS Account Executive for the Public Sector in UAE, you will drive Oracle's SaaS cloud solutions sales to government agencies, ministries, and public institutions in the region. This role focuses on building strategic relationships, identifying opportunities, and closing deals to deliver transformative cloud technologies that meet public sector needs. Based in Dubai, you will collaborate with cross-functional teams to exceed revenue targets and contribute to Oracle's growth in the Middle East market.

Key Responsibilities

  • Prospect and develop new business opportunities within UAE public sector accounts, including government ministries, municipalities, and regulatory bodies.
  • Build and maintain strong relationships with C-level executives and key decision-makers to understand their digital transformation challenges.
  • Conduct needs assessments and deliver compelling product demonstrations showcasing Oracle SaaS solutions like Fusion Cloud ERP, HCM, and SCM.
  • Develop and execute strategic account plans to achieve quarterly and annual revenue quotas.
  • Collaborate with solution architects, pre-sales engineers, and partners to craft tailored proposals and value propositions.
  • Negotiate contracts, manage deal cycles, and close complex SaaS agreements while navigating public sector procurement processes.
  • Track pipeline activities using CRM tools like Oracle CX and provide accurate forecasting to leadership.
  • Represent Oracle at industry events, conferences, and government forums to enhance brand visibility in the UAE public sector.
  • Analyze market trends and competitive landscape to position Oracle SaaS as the preferred cloud platform.
  • Support customer success post-sale by facilitating onboarding and identifying expansion opportunities.

Required Qualifications

  • Bachelor's degree in Business, IT, Marketing, or a related field.
  • 5+ years of proven experience in SaaS or enterprise software sales, preferably in the public sector.
  • Demonstrated track record of meeting or exceeding sales quotas in a B2G (business-to-government) environment.
  • Strong understanding of UAE public sector landscape, procurement regulations, and digital transformation initiatives like UAE Vision 2031.
  • Excellent communication and presentation skills with fluency in English; Arabic proficiency highly valued.
  • Proficiency in CRM systems such as Salesforce or Oracle CX, and Microsoft Office suite.
  • Ability to travel within UAE as needed to meet clients and attend events.
  • Results-oriented mindset with strong negotiation and closing skills.

Preferred Qualifications

  • Existing network and relationships within UAE government entities or public sector organizations.
  • Experience selling Oracle products or competing SaaS solutions (e.g., Salesforce, Workday).
  • Technical knowledge of cloud computing, ERP, HCM, or SCM applications.
  • MBA or advanced degree in a relevant field.
  • Prior experience in the Middle East IT market with a focus on public sector digitization.
