Position Overview

As a Senior Federal Project Manager – Oracle Health Optimization in Oracle Health Government Services (OHGS), you will join the Technical Intake Team to manage and author comprehensive Oracle plans addressing new Federal client requirements. This role involves leading optimization initiatives for Oracle Health solutions, ensuring seamless integration and compliance within federal environments. You will play a pivotal role in translating complex client needs into actionable project plans, driving successful delivery and optimization outcomes.

Key Responsibilities

  • Manage end-to-end project lifecycles for Oracle Health optimization initiatives, from intake to deployment in federal environments.
  • Author detailed Oracle plans, including technical roadmaps, resource allocation, and risk mitigation strategies for new client requirements.
  • Collaborate with Federal clients and internal stakeholders to gather, analyze, and prioritize optimization needs.
  • Lead cross-functional teams, including engineers, architects, and compliance experts, to execute project deliverables on time and within budget.
  • Conduct technical assessments and gap analyses to identify optimization opportunities within Oracle Health platforms.
  • Ensure all project activities adhere to Federal regulations, such as FISMA, FedRAMP, and HIPAA standards.
  • Develop and maintain project documentation, status reports, and executive summaries for senior leadership.
  • Facilitate workshops and requirement-gathering sessions with Federal agencies to align solutions with mission objectives.
  • Monitor project progress using Agile methodologies, implementing adjustments to optimize performance and client satisfaction.
  • Mentor junior project managers and contribute to process improvements within the Technical Intake Team.

Required Qualifications

  • Bachelor's degree in Computer Science, Information Technology, Business Administration, or a related field; Master's degree preferred.
  • 8+ years of project management experience in federal government or healthcare IT environments.
  • Proven experience managing Oracle Health or similar enterprise health platforms in regulated settings.
  • Strong understanding of Federal acquisition processes, including FAR, DFARS, and contract vehicles like GSA schedules.
  • Demonstrated ability to author technical plans, statements of work, and project charters for complex initiatives.
  • Experience with Agile/Scrum frameworks and project management tools such as Jira, MS Project, or Confluence.
  • Excellent communication skills with the ability to interface with senior Federal executives and technical teams.
  • Active security clearance (Secret or higher) or eligibility to obtain one required.

Preferred Qualifications

  • PMP, CSM, or equivalent project management certification.
  • Direct experience with Oracle Cloud Infrastructure (OCI) and Oracle Health implementations in Federal sectors.
  • Familiarity with healthcare interoperability standards such as HL7 FHIR, ONC certification, or CMMS.
  • Previous leadership in FedRAMP-authorized cloud migrations or optimization projects.
  • Knowledge of AI/ML integrations for health data optimization within Oracle ecosystems.
