Job Description

Sr. Payroll Manager, CPP - Houston, TX

Robert Half is proud to partner with a leading public company in Houston, Texas, to find a dynamic Senior Payroll Manager (CPP) for their high-volume, multi-state payroll operations. This is a full-time, on-site role ideal for a certified payroll professional with deep expertise in complex, unionized environments. If you have CPP certification and thrive leading large teams in fast-paced settings, this position offers exceptional leadership opportunities and career growth.

About the Role

As the Sr. Payroll Manager, you will oversee payroll for 7,000–10,000+ employees across multiple U.S. states—including mandatory California experience—and parts of Canada. Managing biweekly, weekly, and semi-monthly cycles, you'll handle diverse pay types (salaried, hourly, tipped, seasonal, union) across 100 union groups and 50 FEINs. This hybrid leadership role combines strategic oversight with hands-on involvement during peak periods. Reporting to senior HR leadership, you'll drive efficiency using advanced ERP systems like ADP, Workday, SAP, or Dayforce Ceridian. Enjoy a modern office in Houston with business casual attire and a collaborative culture. Salary starts at $110,000+, commensurate with your 10+ years of experience.

Key Responsibilities

Strategic Payroll Leadership: Direct end-to-end payroll operations in a high-volume, multi-state environment. Ensure 100% accuracy and timeliness for complex cycles, including union deductions and international nuances (Canada preferred).

Team Management: Lead 4 Payroll Supervisors (each overseeing 5 specialists), fostering mentorship, performance reviews, and professional development. Build a high-performing team culture focused on excellence and collaboration.

Compliance & Risk Management: Maintain rigorous compliance with federal, state (CA-specific), local, and union regulations. Develop audit-ready processes and handle escalations with diplomacy.

Process Optimization: Identify inefficiencies and implement ERP-driven improvements to streamline operations, reduce errors, and enhance scalability for growing employee bases.

Stakeholder Partnership: Collaborate with HR, Finance, and business units to resolve issues, de-escalate conflicts, and deliver exceptional employee service. Act as a trusted advisor on payroll matters.

Hands-On Execution: Jump into processing during high-pressure cycles, demonstrating expertise in multi-FEIN, union-heavy payrolls.

Required Qualifications

Certifications & Experience: CPP required. 10+ years in payroll, including 5+ years managing large teams (10,000+ employees). Proven multi-state expertise (CA mandatory), 100+ unions, public company ops, and multiple FEINs.

Technical Skills: Proficient in ADP, Workday, SAP, Dayforce Ceridian, or similar. Strong analytical skills for high-volume data.

Soft Skills: Exceptional leadership, communication, problem-solving, and customer service mindset. HR-savvy with conflict resolution experience.

Canadian payroll is a plus.
