The Senior Director, Strategy, Planning and Operations, Government Affairs, is a pivotal executive role at Gilead Sciences, based in Washington, District of Columbia. Reporting directly to the SVP of Government Affairs, this position oversees global planning, budgeting, and operations for the entire Government Affairs (GA) group, spanning US and international policy teams. As an integral member of the GA Leadership Team (LT), you will drive strategic alignment with commercial and enterprise priorities in a dynamic, fast-paced environment. This business-focused role demands a seasoned leader with deep biopharmaceutical experience to manage complex projects, influence stakeholders, and build high-impact relationships internally and externally.
In this role, you will shape Gilead's government affairs strategy, ensuring seamless coordination across global teams and timely responses to policy opportunities and threats. Your work will directly support Gilead's mission to advance therapies for HIV, oncology, and inflammatory diseases amid evolving regulatory landscapes.
Lead the creation of comprehensive Government Affairs strategic and operating plans, aligning priorities with Gilead's commercial strategy and enterprise goals. Collaborate with the SVP and GA LT to craft an integrated global strategy, ensuring consistency worldwide, coordination across teams, and effective communication with affiliates. Synchronize GA planning with the commercial business cycle and allocate resources to strategic priorities. Oversee the annual budget process in partnership with Finance and the SVP. Develop and monitor progress against GA goals and success metrics. Execute the SVP's vision for an industry-leading GA function, fostering two-way relationships with cross-functional leaders. Direct a high-impact communications platform for updates on federal, state, and international government actions. Partner with HR on talent strategy, competency development, recruitment, and employee engagement. Manage GA LT meetings, prepare briefing materials for executive engagements, and lead special strategic projects to drive efficiency and scalability.
A Bachelor’s Degree is required, along with a minimum of 10-12 years of relevant experience in the biopharmaceutical or related industry. Candidates must demonstrate a strong record of strategic and operational expertise across diverse settings. Key competencies include exceptional analytical and critical thinking skills, the ability to manage complex projects, influence without direct authority, network across the organization, and communicate effectively with external stakeholders. Proven experience in fast-paced environments is essential, as is a track record of building high-performing teams and driving continuous improvement.
Ideal candidates bring experience in government affairs, policy strategy, or related functions within biopharma, with familiarity in coordinating with trade associations like PhRMA and BIO.
