Description

As part of the cyber security team you will have the following responsibilities:

  • Preparation of IRIS2 Overview: Prepare an overview of IRIS2 articulation of the why, how and what from an institutional and strategic point of view.
  • Preparation of Governmental Marketing Material. Prepare the Governmental Marketing Material for the Upstream Phase (First contacts and creation of interest) with the value proposition for military applications. Technical, Use Cases, QoS, priority, security, access concept, etc.
  • IRIS² partnerships development (create interest)
    • Discuss with potential partners (governments, DODs, EU, NATO) the priorities to be agreed at a later stage (first approach at kickoff/to be updated regularly). Work out the basic set of use cases, requirements, etc. with identified NATO Member States and some key 3rd party countries.
    • Obtain the needs/pains/stakes and basic interests of the partners, notably infrastructure (gateway access), user terminals and cyber features.
    • Identify how to be compliant with NATO and Member States requirements. Define potential limitations.
  • Harmonization of the use of IRIS²
    • Organise the EU Allies harmonisation for the use of IRIS2 in collaboration with EDA.
    • Review governmental MRD and IRIS2 SRD (incl. system additional capabilities to address confidential commercial MRDs) to map the MoDs needs (identify needs uncovered by IRIS2 which could be covered by “governmental”-satellites only).
  • Governmental business models
    • Interest consolidation phase: discuss ‘governmental business’ models between the EU member States (OPEX) and more detailed approach and obtain agreement.
  • Model agreement with interested Nations (formalise interest)
    • For identified countries with who a relation exists (NOR, ISL, SK), support the negotiation teams.
    • For exploratory discussions: 
      • Statement of Intent
      • Support the creation of a model agreement (beyond RDV1) 
  • Low-LEO: Identification of governmental missions in Low LEO – Hosted Payload / Hosted Satellites.
  • Operational use – User Terminals: Definition of use cases – Missiles, UAVs, Ground specific etc.
  • Management support: Support EC/ESA on SpaceRise SPV creation matters and management of supply chains.
  • Submit Quarterly status report.

Qualifications

You will have the following qualifications and relevant experience:

  • The Contractor shall operate with a large experience in the domain of Satellite Communications Systems gained in an environment of Satellite Manufacturers/Operators. More specifically, the support requires a strong expertise in satellite communications systems developed in an institutional dual-use context.
  • The Contractor shall have a proven experience in Satellite Communications projects
  • The work shall be executed with a good level of autonomy and organised accordingly, with ability to deliver under high workload and time pressure.
  • The work requires a high level of technical knowledge and experience relevant to each work package.
  • The Contractor is to be deployed at ESA Premises and will require to travel frequently
